I would never buy a tractor on words alone unless I really knew the person. I would get $3500 in cash and tell him you'll be right over. Fork over the money when he forks over the keys.
As for this loser, if you had the intention to buy the tractor, and the other person agreed, I would go on a little roadtrip with a double axel trailer and go get your tractor. If you show up and he runs you out, call the local police. Im sure they'll help.
