If you do not check the pressure with the stem up you will get a higher reading because you will have the pressure of the weight of the fluid added to the amount of air pressure. That is why a tire with fluid may require 7 -12 PSI while the same tire without fluid might need 16-20 PSI. Check the pressure by parkng on a hard surface with the end of a bar directly below the axle. You should have enough pressure to raise the end of the bar off the ground so there is 1/8 to 1/4 inch gap.
