Methinks if you're asking the question, you ought to get the pro's in to look after it.... I doubt there'd be too many if any questions asked. They know this stuff is out there along with old ammunition, grenades, bombs, and who knows what other explosives.
I don't think any "normal" acting person that asks to have some old TnT removed is going to be treated like a terrorist, but I could be wrong....
