I have two suggestions based on experience with my NAA. First, the lift linkage could be misadjusted. This is the linkage between the lever you use and the valve inside the cylinder lift housing. Mine loosened up and over time it got where it would barely lift in draft control (with the selector lever horizontal). With the selector level in the vertical position (position) control, it would lift better, just not all the way to the top of its capability.

The second problem I have had is the gasket between the cylinder housing and the cover blowing out. This decreases power, but it does seem like you would have seen oil spraying with the fill plug open.

I'd suggest you check the linkage.
