On most of the CAT dozers the fuel tank is the highest point in the system. As a result you usually have to close the valve on the bottom of the tank to change them without losing alot of fuel. So, first thing, make sure he remembered to open the valve if he closed it. Depending on the type of valve, even if it was reopened and looks like it externally that doesn't necessarily mean the valve actually opened internally. Pull the line downstream of the valve and make sure there is fuel there. If all that is good then move on to the filters. After the filters are changed you need bleed off the air left in the filter housing/s. Many of the older machines came from the factory with a small valve on the filter housing for this purpose but over the years the valves got broke, became inoperable, or for whatever reason simply got taken off and replaced with a plug. So, first thing to do is check the filter housings and find the bleed point and open it til you see fuel appear in a steady stream. Now since he's tried to start it with no fuel in the housing he's probably gonna need to bleed the injector lines. To do this simply break them loose at the injectors and loosen them a couple of turns...don't remove them all the way. Now, making sure the fuel lever is in the run position crank the engine over til you see fuel start coming out of the lines at the injectors. As fuel starts to appear tighten the lines. As a couple of lines get fuel up to them and are tightened it may go ahead and try to start. If it does don't let it run but for a second before you shut it off and tighten the rest of the lines.
