You have to replace the sender with one that matches the gauge. Some of these systems used a sender that showed LOW resistance when the tank was EMPTY, and some used a sender that showed LOW resistance when the tank was FULL. You have a mis-match between the gauge and sender, so it's essentially telling the gauge the tank is full when it is empty, and empty when it is full.
