Allis WC missing on #2 #3 cylinder (dead or nearly dead)

I have an 1937 Allis WC that has been overhauled (saved it from the scrap heap), problem I am having is with the engine, it appear cylinder 2 and 3 are not doing any work (1 & 4 are good). I have switched around plugs and wires...made no difference. I used a infared temp gun...confirms that the two cyl are nearly dead, 140 deg vs. 400 to 500 deg on cyl 1 & 4. Pulled the plug wires while running made no difference in idle (spark will jump to the plug). Spark and cam timing are good...it will start with hand crank, idles well and drives but not much power. Appears there getting fuel since plugs are wet and black. Compression test has all cylinders at 55 - 60psi (hot and cold). Have not checked vacuum yet, a friend said it sounds like a valve is warped and hanging up when at engine speeds (but OK during compression test). I did have the valves lapped and head checked out prior to installing it (not to say there is'nt a problem now). Anyone have any suggestions before I pull the head? Thanks!
