Mainly depends on how often you want to repaint. According to my outboard motor website you should use a "self etching" primer. Most outboards are made of aluminum for the weight savings and given the environment they tend to be used in, require special paints. One such contains zinc chromate, not really safe. Another brand may be SEM for general aluminum work. Also epoxy is available but requires spraying. Best to match the primer to the top coat manufacturer. Might also post to the paint and bodywork forum for better advice.
