The metal parts look like governor or overhead parts. If they fell into the blower oil drain back holes, then they may have broken and jammed the blower drive gears, This would lock up the engine.
Does the engine have any direct mounted engine drive generator/alternator/power steering punp ? If so the drivers are a phenolic material. remove the unit from the engine and inspect the driver puck.
