I dought that I can help but. I have a Jubilee and when it was cold mine didn't raise very well. I was told to change the oil in the rearend , transmission and hydraulics. Replace it with Ford 134 oil. I did and my hydraulics work fine now. You did not say if you changed the oil or not. It's just a shot. I was also told that the pump may have lost it's prime. Sence you rebuilt your pump that should not be the case. But just in case ---You can loosen the rear of the two socket head plugs just enough to let the air to bleed off. This will allow the pump to prime immediately. Give it a try it don't cost much. Good Luck
