What do you mean by "rebuilding"? If you mean you just took it apart and put it back together again, yes, you have made a mistake so re-do the job properly. If you have used a rebuild kit, is it the correct one? Not sure what the carb is like but typical problems might be poor gasket sealing or sticking float, or wrong float height or blocked jet or wrong settings or gasket on wrong way round (if is nearly symmetrical) or tank valve not turned on completely or........ Likely it is an air leak into the manifold so you might try spraying area with oil spray to see if engine note responds, as leak is temporarily sealed, before taking it off again. RAB
