Do you need to close the choke part way? idling or further up the rev range? Does choking it allow "normal" operation? There could be a problem with the fuel pump, but unlikely unless you rebuilt the wrong part in the first place?! Fuel pumps are easily checked for suction and delivery pressure as per shop manual specs.
Presumably you have set the carburation since restarting it? Sorry, but not knowing your mechanical abilities where tractors or carburettors are concerned, and why you rebuilt the carb in the first place, I"m not sure whether I am helping - or insulting - you!
