diesel wont start after rebuild

Should my 69 Case 580, 188D motor be really hard to start after I put in new pistons, sleeves, rings, gaskets etc? I cranked it for 3 minutes & drained the battery twice & it smoked (white) terribly & I even used starter fluid in the intake but nothing. There is fuel at the inlet of the injectors. I have the cam pointer pointing to the dot on the crank & fuel pump & the injector pump marks are lined up. Is there some fine tunning I'm missing? The compression is 300psi instead of the recomended 400 psi but of course the rings arn't seated yet. Should it be this low though? I had the head redone, rebuilt fuel pump & new injectors also. I measured the bore, piston ring end gap/side clearance etc & everything was ok. Is is possible I could have it 180* out & if so what would happen? I am only getting white smoke out of 3 of the 4 cylinders though which I dont understand why #1 isn't smoking since it's getting fuel at the inlet of the injector & I even switched injectors & still nothing out of #1. I figured it should still start on 3 of 4 cyliners because it ran for a year w/o #1 cylinder (broken rings) which is why I rebuilt it. Any sugession would be greatly appriciated. Thanks Jim Maloney
