Common pressure for a hyd pump on a loader like that is 2000-2500 PSI. You may have a weak/bad pump or a relief valve problem either one will cause that problem. Also a common pump for a loader on a ford is a vickers vane pump and if you have one of those its cost less to replace it then to rebuild it. Rebuild kit last I checked was about $100 more then a new pump
