hydraulic loader pressure

I've got a '53 NAA with an Allied Loader. The bucket is live but it's only got life, not downward pressure. The pump is mounted on the front of the tractor off the crank. For some reason the loader doesn't seem to lift what I think it should. It struggles to lift a full bucket of snow, and as a test, I hooked a chain to the bucket and my Fergussen 3 pt 2 bottom plow. The loader struggled to lift that, too. I've watched similar loaders lift something that small and light with ease. Tonight I put a pressure gauge on the line and found that the pump holds 1000psi at high throttle and 600 to 700psi at idle. My guess is that it should be pushing 2000psi or more. Do you have any idea what is "average" for a psi on a unit similar to this? How much pressure can the hyd. cylindars tolerate? The pump is older and could easily be worn. I can't see a name on it, but it looks rebuildable.
