You will have such inconsistent seed germination that they will be blossoming at different times and maturing at different times. Since they will be blossoming over a longer period of time they may not get the pollenation they need to yield and they will take longer to ripen because the seeds lying in the top inch of dry soil may not germinate for a week after the ones in moisture. Drills don't cost that much. Get one and put all the seeds in the moisture. The roots will be down deeper so they will weather a dry spell better too.
