The beam where the tail wheel is mounted should be secured to the mower frame without being all wobbly. If the bolts are all worn out, get yourself some hard bolts and nylon lock washers to cinch everything up with. If it's already tight, chances are the shaft on the tail wheel is bent slightly. It doesn't take much because it's a fairly close tolerance, but it'll be a job getting it straight so it won't bind.
