O/T Computer troubles need ideas

My wifes cousin's computer doesn' come on anymore. It will get to the screen showing Windows XP then go into power save mode and shut down. I did get it to open the screen where you can select Safe Mode but then it does the same thing. Any ideas on how to fix this? Is that mode for the computer itself or just the monitor?
