The new tractors that are capable of these speeds are generally things like the JCB(?) and such,built with high road gears to transport grain etc,directly from field to storage,in lieu of trucks.Generally they use large barge or hopper trailers and are set up with tires,brakes and such for safe hiway use,As these rigs are quite expensive and generally"short haul" oriented,I don't think they'll become a common sight on the highways except in harvest season in "grain/bean" country.
