Sears surbuban SS18 tractor fuel pump

I'm having problems with my tractor running at high are RPM's it has to be choked, at mid RPM it runs fine I have checked the fuel pump I think there is a spring missing the works with the disk behind the pumping diaphragm .The vacuum pumps on outbord motor (Evindude 9.9) has this call it a return spring If there should be one anybody knows if my suspicion is right where i can purchase it . I know that Cummins has bought out Onan and are suppying Onan parts prices are crazy the fuel pump and gasket set is $418.00 CDN any ideas guys AJS
