Water will not build pressure enough like the proper oil, but it should purge out most milky stuff as you feed in new oil. Get only oil to come out of that return line and steering may return. Then find where water is getting in. Usually a gasket gives away- and does it sits outside? I just went through that with my 530CK in the tranny. Some earlier owner used silicon in stead of the 15 dollar gasket and water got into the trans; split it, remove water, put in new oil and good to go.
