4630 Ford Power Steering

I have a Ford 4630 and the power steering just froze up. I have fluid in the pump that is located on the left side, front. I loosened the return line and the fluid squirts out even tho it is milky looking. I don"t see any leaks. Should I be looking at the steering box that is located under the steering wheel or is there another way to test the PS? I am at a lose with out this and any help sure would be appreciated.
