Had the same problem on my 1980 heavy half and I replaced the caliper and that didn't fix it. Thne I replaced the rubber brake line going to the caliper and that did fix the problem. May also be where your problem is. The insdie of the rubber brake lines some time gets bad and will let fluid flow in but then not back out and then the caliper hangs up and the brake doesn't release like it should
