If when hot, the engine spins over, and you don't think you need glow-plug heat - that's one situation. For example, after driving awhile, you shut if off - and then ten minutes later - it cranks but won't start. That is a common wear-problem inside the DB2 injection pump. Ofen causd by head & rotor wear. Some people - especially with Military Humvees with 6.5 - pour cold water on the pump to get it going.
If - shortly after shut-down - it hardly even cranks - then you cannot expect much else to work - especially if voltage in the system drops to 8 volts or lower while cranking. If that is the case - find out - first - if batteries have the propery current reserve by load-testing. Then check the same at the starter where the main battery lead connects to the solenoid. Also, make sure that nut is tight - it often does not get tightened properly. And often, the main power tap that feeds the glow-plug control circuit connects on the same post. If the nut is loose, often it causes problems more when hot than cold due to thermal-expansion. If all those connections are good - and have good current - maybe it's as simple as your starter. Those Delco 28MT 6.5 starters are hardly worth fixing - since you can buy them brand-new for $100 - sometimes less. I just bought three brand-new Delco GR starters for 6.5s for $67 each.
