I would agree with bigjt. Mine wouldn't turn over very good either on 6v. so I converted it to 12v as you did. First time I tried it on 12v I smoked the starter switch. I think that was going bad before and I didn't realize it. As for yours, it might be that or your starter brushes might be setting on a bad spot on the commutator or the brushes are getting too short and just barely reach. It will sometimes start the tractor with help, but it keeps getting worse. It might be worth a look.
