Dodge pickup speedometer help

I'm working on a '98 Dodge 3500 Diesel with a 5 speed manual, that has a speedometer that is not working. I'm told it will come up for a little while but not often. I pulled the speed sensor off the rear diff. and it reads zero ohms and the red wire going to the sensor reads .440 volts with the switch on. Am I barking up the right tree checking this sensor? I got a book on this pickup but it only has a rudimentary wiring diagram and mentions nothing about the speedo. What else could I check? Jim
