This is probably not the case but I had an older model International truck (14' flat bed ) that we tried for several days to remove a hub. No luck. Tried everything. One day an older gentleman stopped by and asked if we had removed the set screws? Wound up being two set screws, countersunk and covered with rust and crude, 180 degrees apart, between the lug bolts. Removed the screws and the hub fell off. Dunno - might look.
