Sleeve pitting is endemic on Internationals, even in some parent bore IH V-8 blocks. It also happens on other wet-sleeve engines, I had it happen to my wet-sleeve Deere. It is caused by cavitation erosion and electrolysis. Cavitation erosion is when little bubbles form in the coolant due to sleeve vibrations and then pop against the outside of the wet sleeve at it vibrates, this causes little implosions that blast away at the outside of the cylinder liner. Areas that are weakened by corrosion or electrolysis (which is a form of corrosion) get blown away first, until the cylinder pits thru. The answer to this is to run a coolant additive to prevent it from being corrosive. The water filters that IH uses have cartridges with additive but as the additive gets used up out of the cartridges, they lose their effectiveness. On yours, sounds like nobody changed the water filter. Just keep up the antifreeze with the proper additives and keep the water filter cartridge changed and you'll be OK. HTH
