This applies to most Delco regulators with 3 terminals but may vary for others. You can clean the regulator points some but use something very smooth and not coarse grit paper and don't file off too much just clean them. Points gap for most regulators is about .020". Usually with the 3 regulator terminals on outside facing you the coil on left is the cut out relay. It is adjusted to where it closes at 6.4V or 12.8V with 12V system. The coil on RH side has a screw behind it and is adjusted for voltage usually CW to increase or CCW to decrease for about 6.9V or 14V with 12V system. The armature air gap on that coil should be about .075" holding gap closed while adjusting screws. As said if battery is bad or not up to full charge or wiring bad or you didn't polarize system after connections were made before starting all this is usless and there were many different regulators so this is an example only and settings may not apply to all. If has a relay instead of a true regulator you will have to adjust one of the generator brushes to increase charging some. That has been covered hundreds of times on here in posts and in YT stories and tips.
