Sorry to see that its rather wet in your part of the World. Hope it doesnt wash away too much soil.
This is Cenarth bridge near here. Built a couple of hundred of years ago over Teifi river which flash floods several times each winter.
Those HOLES aint for decoration, they are there to let excess water flow through when the river is in full flood and stops the water backing up against the bridge piers.
