And out of 1000, how many in that shape? MAYBE 10? Would you be any better off buying a less expensove one then correcting all the problems until it's in the shape of the one you've already found? I doubt it. It sounds ideal for what you want. I don't know the local customs, but here the seller would EXPECT a lower offer. Although, if I had that tractor and was SELLING it, I'd hold my price. That's a nice piece. Best of luck!
