That users files will be found under:

C:\Documents and Settings\joeuser

If you are sure you don't need anything they had, you can delete that "joeuser" subdirectory underneath "C:\Documents and Settings\" and it will delete all their temporary Internet files, email, favorites, desktop, my documents, and various other system directories.
