As a Small Engines instructor for 30+ years, I have fixed many of the "squealing, rope spitting" recoils on B & S engines.
Remove the square(very old machine) or newer rounded clutch drive. Locate & clean all the ball bearings. Clean all residue out of the cup/flywheel nut. Many times I needed to file the long end of the crankshaft back to a round shape where someone hit it with a hammer while attempting to remove the flywheel.
Lightly lube the end of the crank and put a drop or 2 of engine oil inside the clutch drive; place the drive on the crankshaft, replace the ball bearings, install the retaining parts and you are good to go.
