I have the same tractor and engine.I don't know how long the tractor had sat before I got it running Don't touch that fuel pump until you try everthing else you can't get parts for it. Hold your hand over the carb intake to see if you have any vacumn to suck the gas in. Pull the hose off the carb to see if the fuel pump is working Did you check the oil to see if it has gas in it? You are going to have to rebuild that carb. Take it off disassemble it soak it in lacquer thinner a few days and get a kit to replace the parts Don't worry about the jets you probrobly can't get them out anyway. After soaking, blow everything out with an air compressor. Make sure the gas line from the tank is not constricted. I bought a service manual for mine off Ebay about $12 bucks I think.
