If the tractor had gas left in it after it was last run, it's almost certain the fuel pump and carburetor are gummed up with varnish from the old fuel. Disassembling and cleaning both should solve your problem.

Both the fuel pump are carburetor are simple and easily disassembled/rebuilt. And gasket kits for those Kohler engines are cheap and readily available. (See any reputable lawn and garder equipment dealer).
