Need help With engine issue

I posted a picture in the pieces and parts (1965-67 Ford 4000 - Inside Engine Block) of the block of a Ford 4000 diesel. There is a chip knock out of the cylinder wall below the piston movement. A local engine shop says to clean up the sharp edges and let it go or bore out the cylinder and sleeve it. I need help from you more experienced guys. What do you all think? If sleeving the engine should all cylinder be sleeved or is it ok to do only one? Thanks much ED Hentz
