a two bottom three point plow would be very handy and a post hole digger for the posts. plow it up as deep as the top soil is and move it way out of the way with the loader. then plow up the sub soil and move it around to get it level with a crown in the middle. use the loader to then dig down and install some plastic drainage tile to drain it about 40-50 feet apart. backfill and regrade with a crown then if you need to build back up go else on site and get more subsoil by plowing removing topsoil and then plowing and moving the subsoil over. Now you can build your fence not before Use the topsoil to make a nice raised bed garden, flower beds, etc. Enjoy yourself HOWEVER this goes out the window if it needs to be done NOW then you hire somebody and swallow hard.
