Yes you can - maybe . Basically you grade the base so it has a crown to drain the water away and then cap it with a firm sand. Do a Google search the are aeveral sites that give instructions on hoe to do it. Depending on you soil it may take a dozer to shape the base but you can certainly spread the sand.
