Sammy, Presedent ordered all government building, instalation to fly the American flag a half mast. Which does not mean individuals are required to do so. He only has the right and authority to order Fed. property to do so. Flying flag full mast falls under the Freedom of Speech. Sup. Court ruled on this durning the Vietnam war with the flag burners(whom should have been,IMO).It gave the flag burners the right to burn the American Flag, called Freedom of expression under the Freedom of speech.
