Flags At Half Mast For President Gerald R. Ford

I'm amazed at all the flags I have seen flying at full mast for the last 27 days. Do not people know when and how to display our flag correctly ? I have also seen it displayed upside down !!! Also, today I saw it to the left of the Michigan State flag. What gives with these people ?
