You might have heard of the Bright Futures Scholarship program, which is paid for by the Florida Lottery. Essentially students who attend high school there and have good enough grades, can get much of their tuition paid. I've attached a link. One thing to remember; nothing is free, somebody is always going to have to pay for it. Georgia and Tennesee have also set up similar scholarships for residents with good grades.
