The threaded shaft that is coming out of the wobble box is stuck. Disconnect the linkage going to the lift arm and turn it upside down. Spray full of kroil, liquid wrench, pb blaster, soak for a while, tap sides with a hammer and see if you can break it loose. The 1/16 of a turn you feel is the gear backlash.
