The one that sets on top of the wire is called an Induction Ammeter. The one that clamps on is a Clamp on Ammeter. They both work on the fact that any conductor carrying current will be surrounded by magnetic lines of flux and the strength of his flux will be proportional to the strength of the current. Any coil of wire placed into this flux field will have a voltage induced into it So the meters are measuring the induced voltage which is proportional to the current in the wire you are measuring and the meters scale is calibrated in Amps.
