I am going to tell you 2 things. The first is somewhere I have a service manual for those backhoes that covers only the hydraulics. I probably can not find it fast enough to help you this time> Next thing a lot of backhoe valves have work port relief valves in the casting, That would be the first thing I would look for. Do you have a valve casting number or name? The last place I would look is the spool and no it is not plugged otherwise the oil would not go bavck when you move it. I will try to sent you an e-mail.
