I've got a couple small ones that don't have a vent. I think they've got some sort of a vent tube inside the pour spout - not sure without looking. Maybe drill a hole opposite the spout that you could plug with something like a golf tee? Then it should never fall into the gas can. I suppose the lack of a vent spout is emission related. They don't want the "fumes" escaping from the gas can. That's why they also come with a cap of some sort for the spout.
