Sorry, it was Jay who wrote the second paper.... Hamilton, Jay, and Madison wrote 85 papers in what is still studied today as one of the most effective ways to sell a product. The 85 papers, know as "The Federalist Papers", describe in some detail how the new government would be setup and run under the constitution as well as the need etc. Clearly, we don't have what the founding fathers envisioned.....
