NORTHERN Tool & Equipment (formerly Norhern Hydraulics) lists trailer plans and how-to books in their catalog. They have plans for a 20' x 6'6" Tandem Lowboy Gooseneck, Item # 128535-C141, $29.95 plus S&H. Their order line is 1-800-533-5545 and they have a web site. I built a trailer a couple of years ago using a set of axles I had on hand. Good trailer but if I had it to do again, I would buy readymade. I may have saved a few bucks by doining it myself but not much. If you are anywhere near Sikeston, Missouri it would pay you to check out a couple of the trailer manufactures there. Trailer building is a cottage industry there and the prices reflect the competition.
