Cub lo-boy 154 won't move

My tractor will only inch a little forward or
back. It all seems to work properly from the
drivetrain to the clutch. The problems seems
to be inside the transmission, as if something
won't engage. As I let the clutch out, it will
move a few inches as if it's trying, but won't
go more than that.
It was low on fluid, over 2 quarts, and after
filling it, it still has the problem.

Any ideas would be appreciated.
