I had the same problem almost 2 weeks ago. I had my password printed out, so that I had it as a reference. But it failed, and when I tried to create a new one, it didn't let me. I emailed ebay, ebay referred me to paypal. About 2 days later, I get an email that ebay was having system problems and some customers were having problems with checkout. 4 days after this started, I get an email from paypal that I don't have an ID. I didn't fool with it, but then 12 days later, I get another email from paypal, that I DO have an ID, and sorry for the inconveince? When I find a problem, usually the simplist answer is usually the most correct: Maybe paypal is just overloaded at this time of the year. I have used it in the past, and never had a problem, so it probably works most of the time, otherwise they wouldn't be in business. I find the response time really poor tho. I would expect emails and problem followup a lot quicker. Oh well, it might save my cc from some abuse!!!
