IaGary has told you correctly, the problem and how t fix it......the reason you cant move the gears is because the pressure on them, because of the down grade .......put some up hill pressure on the tractor so you can move the gears.....don P.S. you might want to add some (1/8")weld to the bottom end of the shifter, grind it to shape.....
